And since these flags were inspected before the woman got paid, any flaws or noticeable irregularities would likely have been cause for rejection. That probably only happened once per woman, at most. She then corrected the error, got paid for a "good" flag, and picked up a kit for her next one. Hence the standardized appearance of these flags.
A question just occurred to me: has anyone seen any sort of "personal" mark on any of these Depot flags? An initial? A stitched design of any sort? Something so small as to miss detection, or at least not be considered "unacceptable" to the inspector?
