The scale drawings from Howard Madaus for the two ANV style Staunton Depot flags do state that the white borders are wool flannel and not bunting.
With regards to the possible post-war replacement of the borders I have again emailed my friend who saw the flag last week for his response.
With regards to the cross and the star separation, the measurements are indeed correct for the Staunton Depot flags and not the 5th Bunting issues.
