"he was in command of all Federal forces and installations in Charleston and should have been free to station his men and dispose of any facilities and supplies he choose since he was under the impression that he was going to be attacked."
If that were true then why did he spend most of November and December of 1860 working his men night and day improving the defences of Fort Moultrie when he simply could have moved into Fort Sumter weeks before?
He held the civilians in Fort Sumter until all of his command had been transferred and the Fort Moultrie burned.
There is no recorded reason to move to Fort Sumter that matches the conditions of his orders to do so.
