"In 1860 only 20% of Arkansas' population were Black, not all of these were slaves. That means that less than 10% of the Whites in Arkansas owned Slaves because many of the slave owners had 30 or more slaves. Hence, it would be hard to have a slave owner population larger than the percentage of the slaves. If there was a state that became a part of the Confederacy which would have probably outlawed slavery if it had been given the chance it was probably Arkansas."
What makes you think Arkansas would have voluntarily given up slavery?
According to the 1860 Census, Arkansas had a population of 435,450 whites, 111,115 slaves and 144 free blacks.
Compare that to Missouri's 1,063,489 whites, 114,931 slaves and 3,572 free blacks. Only 9.6% of the population were slaves, yet laws regarding slavery and control of free blacks grew more strict during the 1850's and emancipation only came about after much fighting in the provisional government.
