I think you have it wrong. There are no tariff's on exported commodities. We only pay tariff's on things that we import. It was true then and it is true now. That is to equalize prices and to stop domestic companies from having to compete against low labor costs in other parts of the world.
It did not cost cotton growers or brokers in the south anything to export other than shipping costs unless the buyer agreed to pay for the shipping and they would have anyway by the cost of the product.
The article you give as a cite refers to producers of cotton products in the north, not the south. I am not sure, but I think Stevens is the largest producer in the country today and I think they are in North or South Carolina. NOt sure which but in those days I think 95% of the producers were in the northeast. Correct me if I am wrong.

As you can see from what I have copied from the article, we are talking about imported not exported. It was not affecting cotton farmers, it affected English porducers. FC
