I am not arguing that it was a cause for secession, but it was a cause of dissatisfaction within the South and the acts of the U.S. Congress in February 1861 just fueled the fire of disunion. It was an in-your-face act, much like the acts of the radical secessionist and did nothing to advert the coming clash.
