Other than graft by individuals in the collections offices, what benefits would the local offices get simply by collecting larger sums - it all went into the national treasury. If the bulk of the collections were being made in northern ports, than it would also seem that the marked up cost of the products would be passed on to consumers in those areas as well, or at least spread out across the whole nation, not just southerners.
