So the controversy over moving all the small arms ammunition out of the armory to Fort Moultrie in November of 1860.

I've got the engineer Foster writing to his bosses saying it was Humphrey's request to move the ammo; and I've got Humphrey writing to his bosses saying it was Col. Gardner's request to move the ammo; and Col. Gardner didn't report to anyone about the incident. Do you have anymore info about this?
