Major Henderson Moffett Bell. I have his sword, revolver, and quartermaster book. (The book was found in a barn in New Hope - obviously he made a hasty withdrawal from the Battle of Piedmont.)

I was born, raised, and I reside in Staunton. I wish I had some information I could contribute to this flag discussion. Ed Ayers was responsible for The Valley of the Shadow project, which studied Staunton and Chambersburg, Pa. I'm providing a link to the newspaper portion of the online study (there's a book, too) - you can search the newspapers by topic, date, etc. I did a quick search using "flag", but didn't find any info on flag production.

I'm asking some of the local experts, but haven't come up with anything yet.
