I had a comment on this statement that you made... "Actually, some of these state volunteers did enter Confederate service. After the fall of New Orleans, most members of the Sumter Regiment followed orders to report at Camp Moore. At that time they formed new companies and organized the 30th Louisiana Regiment, AKA Sumter Regiment. If these men were already in Confederate service, there would be no need for any of this."

If you look on page 142 of Art's book, "Guide to Louisiana Confederate Military Units, 1861-1865", you will notice for the history of the 30th LA Infantry, aka Sumter Regiment, that it states "The regiment was organized at Camp Moore on May 15, 1862, with 804 men. The unit had originally been mustered into state service in New Orleans on December 17, 1861, as the Sumter Regiment and was transferred to Confederate service for 90 days on March 1, 1862". So, that would explain why the regiment had to re-enter Confederate service. Their 90 day Confederate term of service was up and they were again state troops until re-enlisted as Confederate soldiers.
