Yes, General Order 1147 from Gov. Moore stipulated that Local Defense Troops were to consist of foreign nationals who were not eligible for militia duties. Only exception that I have been able to find is Norwood's Company of cavalry. According to State records, it was a volunteer militia unit from East Feliciana and arrived in NO in March 1862. Given Cav units were not needed, it returned home and was converted into a 'Local Defense unit.'
