I have several questions and comments, and will limit posts to specifics, in this case the Sumter Regiment. As we know, on May 15, 1862 it reorganied at Camp Moore to become the 30th Louisiana Regiment. Your post reads --

whenever a volunteer formation would transfer from one type of forces to another (ie, State to PACS), or was activated, or vote to change the duration of their service, or to elect new leaders -- it was considered a 'reorgnization.' Thus while the Sumter Regiment was reorganized at Camp Moore to enter PACS as the 30th Regiment, one should not envision a massive restructuring of the unit (ie, deactivating and then rebuilding). The reorganization was little more than the companies voting to continue the fight under a different authority (PACS). It was and remained the Sumter Regiment.

First, the old Sumter Regiment included ten or more companies at different times. Field officers for both the Sumter Regiment and the 30th Louisiana are identical, but company organizations apparently went through extensive changes upon entering Confederate service.

Look at Art's summary for this command (Guide to Louisiana Confederate Military Units, 1861-1865), pp 141-42 and 187-88. it certainly appears that Company "B" of the 30th Louisiana Regiment formed on the basis of five companies from the old Sumter Regiment. Companies "C" (American Rifles of Orleans Parish) and "G" (Stephens Guards of St John the Baptist Parish) appear to have come over more or less intact from the old organization. Otherwise there seems to have been a wholesale reorganization. In either case, an examination of records for company officers should show that they were elected on or about May 15, 1862.
