Thank you for the information...but this seems to suggest that, in fact, no actual aggressive act took place against South Carolina or the Confederacy by the Lincoln administration. Though there were plans to send armed reinforcements and supplies, as you point out, that plan fell through and Confederate forces bombarded the fort BEFORE any reinforements could arrive.

Also, all of this happened well after Southern guns fired on the Star of the West.
