Ahhh, what you refer to is what I call "junky" Federalism. No one really wants to fight the Fedral Government because they are hooked on the Federal money. Or as my Grandpa used to say, "they like the hind teat while the hog eats at the tax trough."
And I hope that doesn't get Jim's ire either! :>)
