Lincoln did a lot of things he did not leagally have the ability to do - Why not include the "loyal" states in his emancipation proclamation. Are just southern states slavely
wrong, is not slavely wrong north,south, east and west? Just think of how many re-election votes he would have received in he had given the northern slaves the "mule and 40 acres in New England.
