Craig business interest dealt with Lincoln in December of 1862 to settle a number of Blacks on the Ile de Vache. Where Black settlers went willingly to work and create a nation of their own. Neither they nor Lincoln knew of the tropical diseases and hardships they would be exposed to there. By the spring of 1864 after colonist had died of disease and conditions on the island, they were brought back to the United States and Congress canceled the money it had appropriated for colonization.
