I placed West Virginia among the other border states in 1862. Technically, West Virginia was not a state until 1863. However, Lincoln's EP did exempt areas such as parts of West Virginia and Louisiana, and other specified locations, that had originally seceded but were under federal control because, again, the military conflict (and necessity for the policy) there was no longer present.
