I never claimed anything otherwise. What I always said was that blacks did not serve in numbers great enough to make a difference in theoutcome of the War, but might have had they been used, they were not officially allowed by Richmond, and did not come anywhere close to filling the numbers needed to win victory.

A change of policy in Richmond about emancipation and arming of large numbers of slaves as was being continually recommended by competent military leaders, some of the best military minds the South had, was never adopted by the CSA political leadership and then only half-heartedly when it was far far far too late.
