I am saying the political leadership of the CSA obviously, despite warnings from their most able and savvy military commanders, tried for too long to keep hold of the treasure and in the end it cost them all the fall off the cliff.. they could have reached the cliff top in time if they had let the treasure go a bit sooner. They didn't let it go until it was too late to make their escape.
