The convention at Montgomery put together a government in remarkably short time, basically using the structure of the United States government as a model. In most cases, they simply scratched out "U.S." and wrote in "C.S." They hit the ground running.
What DeLeon wrote about is what happened AFTER the government was "slapped together", as you put it. Many of the governors of the states were more concerned about their individual states than they were about what the Richmond pols wanted. Many merchants, bankers, planters and shippers put personal profit ahead of national interest. Contractors cheated on government contracts. Blockade runners were more interested in bringing in luxury items with a high profit margin, than in the staples that the people and the army needed to sustain the war effort. Politicians "fiddled while Rome burned." DeLeon was there in the middle of it, and reported what he saw. His observations are vetted by other contemporary and postwar accounts.
The history of the Confederacy is not pristine. Nothing made by human hands is perfect. If you're truly interested in history, you need to accept the good, the bad, and the ugly.
The argument that all can be forgiven because, heck, they were just simple folk trying to piece together a government just is not true. And facts that prove that they were flawed human beings, just like you and me, is not a slander requiring knee-jerk responses.
